The gist of the phone message apparently <br />was that Flatiron Paving Co. was going to hold off with any commitment on <br />sage grouse research in North Park on the Bourg Coal property until something <br />happened to the sage grouse. Apparently this was the interpretation that <br />was made after discussions with Roger Zortman of the Bureau of Land Management. <br />Unfortunately, in my professional judgment, that is not the way to proceed. <br />There is no doubt that the development and operation of a coal mine on the <br />Bourg property will negatively impact the sage grouse resource on the private <br />and surrounding public lands. The adjacent lek (strutting ground) will be <br />impacted as will brood and winter use areas adjacent to the proposed haul <br />road. What needs to be done now is planning and testing of approaches to <br />mitigate the impacts. Therefore, I suggest that Flatiron Paving Co. consider <br />funding experiments with fertilizer, noise control, wet meadow development, <br />etc. to see if impacts on the sage grouse resource can be mitigated. I believe <br />they can but testing of various hypotheses is critically needed before <br />mitigation practices can be placed into operation on surrounding areas. Since <br />both the Bureau of Land Panagement and the State of Colorado, Division of <br />Wildlife have interest and responsibilities in the areas to be impacted, it <br />would be advantageous if we could meet to discuss the opportunities in depth. <br />Planning and [esting have got to be done now if we are to succeed at a later <br />date. <br />I look forward to hearing from you at the earliest possible convenience. <br />Sincerely, <br />CEB:cf <br />cc: C.
