Barra, <br />Drvis~on Director <br />The Mined Land Reclamation Division has suggested a process for <br />placement of permit materials for the Coal Ridge Mine to NCIG which <br />we hope will preclude any further confusion regarding the placement <br />or availability of permit materials for public inspection. I <br />wanted to send a copy of that procedure to you for your <br />information. The procedure is outlined below. <br />1. A complete set of any revision application should be placed <br />with your office at the time public notice is published by the mine <br />operator. These materials will be accompanied by a cover letter <br />listing the pages in the package. This letter can be stamped <br />received by your office if hand delivered or the package could be <br />sent certified mail. In this way, the operator will have a record <br />of the date the material is received in your office. <br />2. The revision materials submitted to your office should remain <br />separate from the permit application volumes until the MLRD has <br />issued a final decision approving the revision in question. Only <br />after the decision is final should the new pages be inserted in the <br />approved permit and the old pages replaced.
