.=~ ~=

Letter to Evan Freirich -3- April 23. 1996
5. Can the contaminated water in the Hazel A be traced to mining
activity? If so, would not water treatment be a reasonable requirement
of land application?
Contamination of the ground water inflows to the Hazel-A adit is a result
of the movement of that ground water through mineralized fractures that
intersect the adit. Since the Hazel-A adit was driven decades ago, it is
not possible to determine if the driving of the adit exacerbated ground
water contamination, or if other historic mining activity in the area
causes increased contamination of the ground water that discharges to the
Hazel-A adit. One of the criteria applied when considering the
appropriateness of a land application proposal is the quality of the
process solutions. Land applied process solutions must be of a quality
that will not degrade waters of the State, and will not have other
significant adverse impacts. If the Hazel-A water was severely
contaminated, it would have to be treated prior to land application. The
analysis of the one sample of Hazel-A water that has been collected
indicates that Hazel-A water is not severely contaminated, and the
Division has required COM, Inc. to sample and analyze one sample of Hazel-
A water per week during the period of land application in order to
determine if any unacceptable contamination develops.
I hope that these responses provide the clarification that you requested.
As a further clarification, the Table of Metals from Hazel-A Data that
Exceed Standards was provided in my April 12, 1996 letter to Richard Fanyo
to emphasize the importance of operating the land application system such
that no runoff from the land application area is allowed to occur. As
long as all of the land applied water either evaporates,
evapotranspirates, or infiltrates, adverse impacts from land application
will be effectively minimized.
If you have any questions, please contact me.
Sincerel , ~~
Allen C.
