<br /> <br />Stipulation No. 14 (cont.) <br />THE PERMITTEE SHALL PROVIDE AN ASSESSMENT OF THE PROBABLE HYDROLOGIC <br />CONSEQUENCES OF SECONDARY OR RETREAT MINING ON THE QUANTITY AND QUALITY <br />OF SURFACE WATER IN CIRUELA, APACHE AND PETE CANYONS. <br />ALL MONITORING MUST CONTINUE UNTIL DISCONTINUATION IS APPROVED BY THE <br />DIVISION IN WRITING. <br />Stipulation No. 15 <br />THE PERMITTEE SHALL SUBMIT AN ANNUAL HYDROLOGIC MONITORING REPORT FOR <br />THE NEW ELK MINE. THE MONITORING REPORT SHALL INCLUDE A SUMMARY AND <br />ANALYSIS OF DATA COLLECTED DURING THE YEAR, INCLUDING: 1) WATER USED <br />IN THE MINING OPERATION; 2) MINE WATER DISCHARGES TO RECEIVING STREAMS <br />(QUANTITY AND QUALITY); 3) MINE WATER INFLOWS (ANNUAL MINE INFLOW <br />STUDY); 4) STREAM FLOWS AND QUALITY; 5) IMPACTS TO THE QUALITY AND <br />QUANTITY OF ALLUVIAL AND BEDROCK AQUIFERS; AND 6) IMPACTS TO SPRING <br />FLOWS AND QUALITY. THE MONITORING REPORT SHOULD INCLUDE A DESCRIPTION <br />OF MITIGATIVE MEASURES TAKEN TO MINIMIZE DISTURBANCE TO THE PREVAILING <br />HYDROLOGIC BALANCE. <br />Section IV - Permit Update <br />The following are items which need to be updated or revised in order to update <br />the permit document. Revised pages need to have the revision date on the <br />bottom of each page. The Table of Contents needs to be updated also. <br />1. General Permit Information <br />~A) Update the permit date on page 2.01-2. <br />~ B> Update the list of permit revisions in Exhibit 31. <br />I1R-~3 Th~~v /h ,e ~ , ' ~' <br />2. Mining T2-i4 ~',' TR'1i ..*..._.., T.. 19 /...,f~,. <br />A) All references to the mining operations should be changed to <br />reflect the current status of the New Elk Mine. Some examples are <br />the following: <br />- 1) On page 2.03-11 of Section 2.03.8, Permit Term Information, <br />update the mining operations, including .the refuse disposal. <br />area. <br />/2) On page 2.04-1 and Table 2, page 2.04-2, adjust the disturber <br />and total acreages, if applicable. <br />~(3) Change the coal production rate numbers on page 2.05-1. <br />~ 4) Update the list of mining equipment in Table 18, page 2.05-3. <br />~;5) On page 2.05-65, update the plans for retreat mining, if <br />applicable. <br />B> What is the current status of subsidence monitoring at the New Elk <br />Mine and RDA? <br />-8- <br />
