January 2004 <br />• Environmental Assessment and Decision Notice/Finding of No Significant Impact far Raven Gulch <br />Coal Exploration License, 1995 <br />• Environmental Assessment and Decision Notice/Finding of No Significant Impact for Coal <br />Methane Drainage Project, Panels 16 to 24, 2002 <br />• Decision memos signed April 4, July 6, July 20, and August 30, 2001 for other MDWs installations <br />in proximity to this project area <br />• Environmental Assessment and Decision Notice/Finding of No Significant Impact for Gob <br />Ventilation Borehole Drilling for East Side of Panel 15, 2001 <br />• Environmental Assessment and Decision Notice/Finding of No Significant Impact for Coal Lease <br />Modifications (COC-56447 and C-1362), 2001 <br />• Environmental Impact Statement and Decision Notice for Oil and Gas Leasing and Development <br />in the Grand Mesa -Uncompahgre -Gunnison National Forest, 1993 <br />5.0 Proposed Actions <br />There are two distinct proposed actions associated with the Supplement to the Panels 16 to 24 EA <br />1) Sylvester Gulch Temporary Road Construction <br />2) Box Canyon Coal Methane Drainage Wells and Temporary Road Construction <br />The Sylvester Gulch temporary road construction and the Box Canyon coal methane drainage wells and <br />temporary road construction are related to the ongoing methane drainage program at the West Elk Mine <br />A discussion on these two projects is set forth in the Coal Methane Drainage Project (Panels 16-24) EA <br />(Forest Service, 2002) They are components to the overall methane drainage program that was initiated <br />to achieve safe air quality working levels in longwall panels planned for future mining <br />There is one distinct newly proposed action <br />1) Box Canyon Shallow Seismic Reflection Survey <br />Each of the proposed actions analyzed in this environmental analysis document are described in greater <br />detail in the following sections dedicated to each specific project <br />6.0 Past, Present and Reasonably Foreseeable Future Actions <br />A number of activities have, are, or would occur in this area These activities are common to all three <br />projects addressed in this document See Table 1, Past, Present and Reasonably Foreseeable Future <br />Actions These activities primarily involve installation and operation of coal methane drainage wells and <br />associated activities.
