• endangered fishes. Therefore, concerns identified in the EA
have been fully mitigated.
C. Environmental Impacts
This proposed mining plan modification would reduce the
total reserves to be mined by 50 percent (from 37 million
tone to 18 million tone), reduce the area to be affected by
underground mining, and shorten the life of the mine. All
impacts identified in the existing environmental documents
would still occur except that the extent, magnitude, and
duration of those impacts would be reduced. No additional
impacts to the environment would occur as a result of the
proposed mining plan modification. Annual production would
remain at current rates; no reduction in employment would
occur.
D. Recommendation
Under the Mineral Leasing Act of 1920, the Assistant
Secretary, Land and Minerals Management, must approve,
approve with conditions, or disapprove the mining plan
modification for Federal leases C-25079, C-27432, D-036955,
C-37210. Pursuant to 30 CFR Part 746, OSM is recommending
approval of this mining plan modification without
• conditions.
E. Statement of Environmental Significance of the Proposed
Action
The undersigned person has determined that the approval of
the mining plan modification would not have a significant
impact on the quality of the human environment under section
102(2)(C) of the National Environmental Policy Act of 1969
(NEPA), 42 U.S.C. §5 4332(2)(C), and therefore, an
environmental impact statement is. not required.
This finding of no significant impact is based on the
analysis contained in the existing environmental
documentation (listed above).

Chief, Federal Programs Di
western Support Center
7~Z//~~
Date
•
