. _ .,-..

Nominee: Powderhorn Coal Company
Category: Large Underground Mine
Reason for Nomination:
1. Powderhorn Coal Company has operated the Roadside and Cameo Mines,
located near Palisade, Colorado in full compliance with the Colorado
Permanent Regulatory Program, both in terms of permit and on-the-ground
compliance. No violations have been written to the operator since 1983
by either OSM or the Division. The operator continues to be cooperative
and professional in all dealings with the Division.
2. Powder Coal Company has performed reclamation activities at the mine
above and beyond the level of reclamation required by the Law.
Specifically, the operator has completed two voluntary reclamation
projects during 1985. The first project was an extensive site clean-up
and revegetation of an old mine materials and equipment storage area
visible from I-70. Work activities consisted of removing large
quantities of garbage, timbers, and decommissioned mining equipment
followed by regrading and seeding of the entire area. Several
transformers suspected of containing PCB's were also removed from the
site and taken to an approved hazardous material disposal site.
The second voluntary reclamation project completed by Powderhorn Coal
Company in 1985 consisted of safeguarding and reclaiming the abandoned
Blue Flame Mine, located just east of the town of Palisade.
Reclamation activities involved dismantling and removing an unstable
tipple structure, removing several delapidated trailers and junk cars
from the area, backfilling and regrading three potentially hazardous
inclined portal entries, and seeding the entire mine site with
perennial grasses and shrubs. The operator was officially commended
for this work by personnel from the Colorado Abandoned Mine Land
Reclamation Program. Please refer to the attached letter for details.
/ph
6876E
