Long <br />Division Dvcaor <br />The Division has received Bowie Resources' letter, dated June 12, 1998, conceming <br />fugitive coal dust problems along Highway 133. The Division appreciates that Bowie <br />Resources plans on taking a strong stand in controlling the dust from the Bowie No. 2 <br />coal haul trucks and at the Bowie No. 1 loadout. Eliminating the coal stockpile at the <br />truck dump, cleaning up any coal dust on the highway, covering the haul truck trailers <br />with tarpaulins and observing speed limits should minimize the problem. <br />The Division has one comment concerning the proposed plan. The Division believes that <br />it would be prudent to cover the trailers of the "empty" haul trucks as well as of the <br />loaded haul trucks since some of the coal dust appears to be coming from the "empty" <br />trucks. <br />Finally, the Division will accept, at this time, Bowie Resources' proposal not to include <br />these specific actions into the Bowie No. 1 and No. 2 permit applications through the <br />submittal of minor revisions. However, this agreement is with the understanding that the <br />proposed plan will be implemented with diligence and that the coal dust problem will be <br />solved quickly. If further problems arise, then more stringent remedies will be examined. <br />
