Summary
drilling occurred, cattle would likely be displaced
during the construction of the roads and drainage
wells.
Subsidence would not affect recreational
opportunities. It is likely that NFSR 711 would be
upgraded if drilling equipment needed to access the
area. Surface use could cause game to move out of
the area, and reduce the hunting opportunity. There
would be no change to the Recreation Opportunity
Spectrum (ROS) of semi-primitive motorized
recreation.
Water conveyance facilities, ditch rider's cabin, and
flume may be subsided. Structural damage is
considered possible with a low to moderate
likelihood of occurring, and is considered reparable.
The degree of damage would depend on timing of
when subsidence occurred.
Alternative C
Effects would be the same as Alternative B.
Preventing subsidence of Deep Creek would
prevent subsidence of the flume, so it would not be
affected.
Roads, Trails and Roadless Areas
Alternative A
There would be no mining-related effect on existing
transportation facilities, trails, or the West Elk IRA.
Alternative B
Existing level of use related to West Elk Mine
operations on Highway 133 would be extended by
approximately 3 years.
Cracks may occur in roads and trails, but would not
affect overall quality or usability. Some repairs
may be necessary.
Approximately 4.4 miles of temporary roads may
be needed for post-lease development, potentially
some in the West Elk IRA.
Alternative C
Existing ]eve] of use related to West Elk Mine
operations on Highway 133 would be extended by
approximately 2.5 years.
Cracks may occur in roads and trails, but would not
affect overall quality or usability. Some repairs
may be necessary.
Approximately 3.6 miles of temporary roads may
be needed for post-lease development a small
portion of which could be in the West Elk IRA.
Heritage Resources
Alternative A
There would be no effects on cultural or historic
sites due to no activity.
Alternative B
There would be no effects on cultural or historic
sites. Stipulations to survey for these sites and
requirements of Federal law and policy would
protect such sites.
Alternative C
There would be no effects on cultural or historic
sites. Stipulations to survey for these sites and
requirements of Federal law and policy would
protect such sites.
Visual Quality
Alternative A
There would be no effects on visual quality.
Alternative B
Most people would not notice impacts from
subsidence. Post-lease development would be
visible, but would be consistent with Forest Plan
standards for visual quality.
Alternative C
Most people would not notice impacts from
subsidence. Post-lease development would be
Dry Fork Lease-ey-Application DEIS S-9
