With some assurances that we can <br />effect economies through a Technical Revision to the mining and <br />reclamation plan and a substantial reduction in the federal royalty, <br />we feel that Kerr has a reasonable opportunity to develop new markets <br />and we are prepared to risk our time and money in doing so. With new <br />markets and prices that provide a margin of profit, we should be able <br />to make the capital additions necessary to bring employment and <br />production back to historic levels and again develop a viable industry <br />in Jackson County, Colorado. <br />Obviously, many of the things that must be done to revitalize the Kerr <br />operation cannot be done by Kerr unilaterally. In this regard, we ask <br />for and would appreciate any support you can give at both the state <br />and federal levels.
