~.
K. G. Kofford
Page 2
January 19, 1981
Observations:
1. Size of equipment in this instance was restricted by the width of the road.
Larger equipment may or may not affect the cost per acre. Operator pro-
ficiency is a major contributing factor to both cost and end result.
2. On slopes of four to one or flatter, bulldozers are usually more cost
effective by a factor of four or five.
3. This project does not address the possible necessity of importing topsoil
or additional fill material in order to reestablish areasonabl~=_ contour.
4. Neither did I address the major cost of site preparation that must precede
the recontouring and revegetating phase. Major costs are involved in
projects such as:
a. filling, plugging, capping drill holes
b. dismantling equipment or structures
c. handling concrete foundations, etc.
d. handling or disposing of hazardous material
These costs are generally much higher than the costs for recontouring and reseeding
by a factor of ten or more.
In my opinion, it is hard to imagine a set of conditions and circumstances that
could not result in an environmentally acceptable reclamation effort. The cost and
i time required are at least partia]ly controlled by the circumstances and
conditions.
DAV:map
