Introduction
The Division of Minerals and Geology (Division) conducted this review in compliance with Rule
2.08.3(1) of the Colorado Surface Coal Mining Reclamation Act and the Regulations of the
Colorado Mined Land Reclamation Boazd for Coal Mining (Rules). Rule 2.08.3(1) requires a
review of each permit issued and outstanding not later than the middle of the term of the permit.
This review is of the Colowyo Coal Mine Permit C-81-019 of November 5, 2002 (the fourth
renewal of this permit) and the associated Permit Application Package. The Permit and the
Permit Application Package are collectively referred to as the PAP in this document. Previous
permits, findings, reviews, files of the Division, and reports were reseazched as were appropriate
to this review. Section V of this review contains a determination of compliance of the PAP with
selected rules, as well as a list of suggested (in terms of requests of the applicant) and required
revisions to the PAP. The Rules contain the complete text of rules referenced throughout this
document.
The Colowyo Coal Mine, a surface mine, is located in Moffat and Rio Blanco Counties,
Colorado, approximately 28 miles southwest of Craig, Colorado. The permit azea is (with very
minor exceptions) west of, and contiguous on the east side with, Colorado State Highway 13.
The permit encompasses 7,531.05 acres (515.79 Federal, 640 State, and 6,375.26 private surface
acres; 5,573.79 Federal, 650.21 State, and 1,307.05 private coal acres). There has been no change
in these acreages since the last renewal of the Permit. The permitted azea of disturbance is 3831.4
acres (3,979 at Permit Renewal 4). The Colowyo Coal Mine is composed of three open pits.
Multiple-seam mining operations aze currently conducted in the West Pit and high-wall mining
operations are currently conducted in the East and West Pits. There aze no current mining
operations in the Section 16 open pit. Coal is shipped by rail (although trucking is an option)
from a coal loadout facility within the permit azea.
