Introduction
This document is [he decision package prepared by the Colorado Division of Minerals and
Geology (the Division) for the Seneca II-W Mine, for Permit Renewal No. 4 (RN-4). This
document includes: 1) the proposed decision to approve the application; 2) a summary which
includes a general permitting history, operational status, and summary of the review of the RN-4
application, a description of the environment affected by the operation and a description of the
mining and reclamation plan; and 3) the written findings of compliance the Division has made as
required by the Colorado Surface Coal Mining Reclamation Act. Detailed information
concerning the findings of compliance can be found in the Regulations of the Colorado Mined
Land Reclamation Board for Coal Mining.
The Division prepared a comprehensive Findings of Compliance document dated June 12,
2006, in association with issuance of a proposed approval decision for Permit Revision
No. 5 (PR-5). Mining and reclamation plans as described in the PR-5 application and
summarized in the PR-5 Findings of Compliance document have not been altered by RN-4.
Various sections of the PR-5 approval package have been updated as warranted in
association with the RNA proposed approval decision. The Division is proposing to
approve the RN-4 application, to renew Permit No. C-82-057 for operations within the
current permit area for another 5 year permit term (ending December 31, 2010).
The RN-4 application was submitted by Seneca Coal Company (SCC), and received by the
Division May 18, 2005. The PR-5 application was submitted one week prior to the RN-4
application. Due to extensive changes to mining and reclamation plans and schedules associated
with PR-5, issuance of a proposed decision to approve RN-4 was delayed until after issuance of
the PR-5 approval decision.
The Seneca II-W Mine is located on federal, state and private lands within Routt County,
Colorado. The legal description of the lands included within the permit area is:
