(2.07.6(2)(k) and 2.06.8(3)(c)). <br />For additional specific fmdings concerning this alluvial valley floor please see Section B, <br />XII. <br />13. The Division has approved the post-mining land uses of the operation. It was determined <br />that the primary post-mining land uses rangeland/wildlife habitat, non-irrigated cropland, <br />and secondary industrial use meet the requirements of Rule 4.16 (2.07.6(2)(1)). <br />14. Specific approvals have been granted or are proposed. These approvals are addressed in <br />the following section, Section B (2.07.6(2)(m)). <br />15. The Division fords that the activities proposed by the applicant would not affect the <br />continued existence of endangered or threatened species or result in the destruction or <br />adverse modification of their critical habitats (2.07.6(2)(n). For additional discussion <br />please refer to Sections B, VIII (Revegetation), and X (Protection of Fish, Wildlife, and <br />Related Environmental Values). <br />16. The Division has contacted the Office of Surface Mining, Reclamation Fees Branch. As <br />of this time, Seneca Coal Company, the operator is current in the payment of reclamation <br />fees required by 30 CFR Chapter VII, subchapter R (2.07.6(2)(0)). <br />SECTION B -Rule 4 <br />I. Roads -Rule 4.03 <br />The Seneca II-W Mine utilizes three types of roads within the permit area. A number of <br />Haul roads were used to haul coal from [he pit to the Hayden Station. Three access <br />roads have been permitted and constructed; the coal carrier shop road at the east end of <br />Tie Across Haul Road (TAHR), the oil well road in the "B" Pit area, and the <br />"Ridgeline Access Road", which provides access to portions of the reclaimed area. A <br />number of existing light use roads are used to gain access to monitoring facilities and <br />reclamation areas. All roads within the permit boundary are depicted on Exhibits 12-2 <br />and 13-2, and are discussed in Tab 13. <br />A. Haul Roads <br />Existing Haul Roads in the mine area include [he Mine Entrance Haul Road <br />(MEHR), and Roads A, G, H, I, J, K, and L. In addition, approximately 4.1 <br />miles of the Tie Across Haul Road (TAHR) was constructed from the Hayden <br />Power Station to Routt County Road 53.
