B. Access Roads <br />At the Seneca II Mine, there are approximately 2.2 miles of existing access roads. <br />These roads aze shown on Exhibit 12-1 of the permit application package. Portions <br />of these access have been reclaimed as part of the current reclamation activities at <br />the site. All access roads will be reclaimed upon cessation of mining. <br />C. Light-Use Roads <br />There aze approximately 3.5 miles of existing light-use roads that aze shown on <br />Exhibit 12-1. These roads aze only used on intermittent basis for purposes other <br />than transportation of coal including roads used for monitoring and periodic <br />maintenance of monitoring facilities and reclamation azeas, access for scrapers to <br />and from topsoil stockpiles, or other occasional use. All access roads will be <br />reclaimed upon cessation of mining. <br />R. Support Facilities -Rule 4.04 <br />Support facilities at the mine include administrative and production buildings, surface <br />water runoff control structures, and water monitoring structures. Administrative and <br />production related facilities locations aze shown on Exhibits 12-1 and 12-2, of the permit <br />application package. Locations of structures relating to surface and groundwater <br />hydrology are shown on Exhibits 7-2 and 7-7 in the permit application package. <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />All dischazges from the Seneca II site from storm runoff, pit pumpage, water <br />treatment facilities, and spoil springs will pass though a sediment pond designed to <br />ensure that all dischazges meet effluent limits in Seneca Coal Company's NPDES <br />permit for the Seneca II Mine. A storm water permit and spill prevention <br />containment and control plan associated with the NPDES permit also dictate <br />preventative and mitigation measures for ensuring that all water leaving the mine <br />site meets applicable effluent limits. <br />There are no variances from the requirements of the Rules and Regulations proposed <br />at this time. Therefore, no specific findings regazding water quality standards have <br />been made. <br />The Division has granted three small azea exemptions from the use of sediment <br />ponds due to the limited size of the azea and due to the fact that ponds and treatment <br />facilities aze not necessary for the drainage to meet the effluent limitations of Rule <br />13 <br />
