III IIIIIII IIIIII III Doc Date:12/11/2001
FINDING OF NO SIGt7IFICANT IPIPACT
•
The technical and environmental assessment preceding this Finding of Flo
Significant Impact identifies certain envircnmer.[al impacts that would occur
from continued development of the Trapper Mining, Int.'s Trapper Mine on the
272 acres of Federal Coal leaszs C-07518, C--075i9, C079641, C-25948.
The cumulative impact of continued mining at the Trapper Mine. as well as at
several other nearby mines may degrade the regioral alluvial aquifer. This
impact is not expected to significant'_y affect the use of they aquifers.
Duriq; periods of low flow, c~imulative mining impacts may af`~ect water use in
the Yampa River where major increases in the total dissolved sclids occur, a
high salinity hazard is possible, relative co irrigation water uses. The
regional impacts of coal mining in the final Environmental Statement,
Northwest 2oiorado Coal (1977) and in the updated Northwest Slpplemental
Report (1979).
Impacts identified by CSM and the State would be appropriately mitigated to
reduce harn to the environment by the environmental protection measures
specified in tie mine pier. and conditions attached to the Permit.
Based on the evaluation of impacts given in the technical and environmental
assessment, I `ind that no significant impacts to the human .environment would
re suit `rcm the ~:ontinued operations at the Trapper Mine. Therefore, an
Environmental impact Statement is not required, and I am recommending that the
proposed mining and reclamation plan for the Trapper Mine be approved.
l~ '
Allen D.
