-38- <br />6. Reclamation <br />The revegetation plan for the mine and loadout site is presented in <br />Volume I pages 4-54 through 4-64. The plan for the load-out area is <br />given in the same volume on pages 4-85 through 4-9D. <br />Seed Mixes <br />Several seed mixes have been proposed for use on the mine and load-out <br />areas depending upon various site conditions. These seed mixes are as <br />follows: <br />Seed Mix 1 -Mancos Shale Badlands and Extreme Harsh Sites <br />Seed Mix 2 - Cooler, Moist Sites, North-Facing Slopes and Low-Lying <br />Flatter Areas. <br />Seed Mix 3 - Refuse Disposal Site, General Mtne Area, Road Cuts and <br />Slopes. <br />Seed Mix 4 - Soil Stockpile Stabilization Mix <br />Seed Mix 5 - Truck Dump Site Reclamation <br />Tree and Shrub Plantings <br />The applicant states "Hand-plantings of woody species are the most <br />important aspect of the revegetation work". Woody plant densities are <br />also an important component of the proposed reclamation success criteria <br />since average stem densities in the pinyon-juniper woodland reference <br />area for shrubs is 331/acre. There are an average of 306 trees/acre in <br />this reference area. In the mountain shrub-dry phase reference area <br />there is an average of 10,501 shrubs per acre. Only ane tree was present <br />in the reference area. <br />The seed mix tables in the reclamation section of the application list <br />several tree and shrub species recommended for hand planting but do not <br />give specific numbers of woody plants/acre, a specific number of each <br />species or a planting plan such as planting the woody species in <br />clusters, strips, uniform distribution or in other patterns. Therefore <br />the following stipulation is imposed: <br />Stipulation No. 3 <br />WITHIN 90 DAYS AFTER PERMIT ISSUANCE, THE PERMITTEE MUST PROVIDE <br />THE DIVISION WITH A COMPREHENSIVE TREE AND SHRUB PLANTING PLAN. <br />THE PLAN MUST INCLUDE A LIST OF SPECIES TO BE PLANTED, NUMBERS OF <br />EACH SPECIES PER ACRE AND ACRES TO BE PLANTED. THE PLANTING PLAN <br />MUST ALSO DESCRIBE THE PATTERN TO BE UTILIZED IN PLANTING THE PLANT <br />MATERIALS, THE SEASON OF THE YEAR OF PLANTING AND ALL LOCATIONS <br />WHICH WILL BE PLANTED. <br />
