-1- INTRODUCTION The Snowmass Coal Company has filed an application to conduct coal mining operations at the North Thompson Creek Mine pursuant to the Colorado Surface Coal Mining Reclamation Act (Section 34-33-109, C.R.S. 1973, as amended) and the Regulations promulgated thereunder. The North Thompson Creek Mine is an existing mine located in the Roaring Fork River Drainage Basin. During this permit term the Operator will be mining Federal Leased Coal; all coal previously was private owned. The mine is located on the northern edge of Pitkin County, 7 miles southwest of Carbondale along County Road 108. The mine permit area is located on Figure 1 and consists of lands located in the N1/2 Sec. 35, W1/2 S1/2 Sec. 35, Sec. 34, 27, 22, E1/2 Sec. 21, E1/2 Sec 28, Ell2 SEl/4 Sec. 33, TBS, R89W, 6th P.M. and W1/2 Sec. 2, Sec. 3, and E1/2 E1/2 Sec. 4,T9S, R89W. The Snowmass Coal Company also operates a coal loadout facility on the southern edge of Garfield County, 2 miles northwest of Carbondale along Highway 82 (Figure 1). The affected area of the loadout occupies Sections 19, 20, 29, 30, and 32, T7S, R 68W, 6th P.M. For the purpose of this Findings Document the Permitted Mine facilities along North Thompson Creek and the Permitted Loadout facilities northwest of Carbondale are referred to as "mine site" and "loadout site", respectively. For the location of the Permit Boundary please refer to Map 0-4-1 of the North Thompson Creek Mine Permit Application. This document contains the "Proposed Decision to Approve the Permit Application"; a description of the environment affected by the mining operation and the operation and reclamation plan; and the Division's written findings of compliance required by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the review process is on file at the Division offices, legal requirements can be fauna in the Act and Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. All rules referenced in this document are contained within the Regulations.
