They've complained about the number of <br />trucks driving through the area, dust from the mine and <br />the scars themselves. <br />"If it's an honorable plan, and can have a positive impact <br />visually ... and there isn't some hidden agenda, people <br />here would be in favor of anything that would help the <br />scar," said Kerri Olivier, a member of the Mountain <br />Shadows Community Association who lives near the <br />quarry. <br />One hitch could be the foundation's desire to blast about <br />10 acres of adjacent U.S. Forest Service land. Reaves <br />said it needs to be reshaped as part of the larger <br />reclamation effort. <br />Tim Grantham, a forester with the agency, said that may <br />require time-consuming environmental studies. He said <br />the agency wants to work with the foundation but wants <br />to see public support first. <br />State mining laws require the quarry's owner, Castle <br />Concrete, to reclaim the land. But such laws don't go far <br />enough to make mining scars disappear. <br />Similar mining scars on local foothills gave rise in 1991 to <br />the foundation, which is dedicated to improving the <br />aesthetics of the scars above and beyond what state laws <br />require. <br />a Freedom Communications, Inc.
