Northfield Permit Application <br />October 1 Q 2007 <br />3 <br />• Demonstrate the management of the reference area will be under the permittee's <br />control and will remain under the permittee's control for the duration of the <br />liability period. <br />• The size of the reference area. <br />• Management of the reference area <br />• Will fencing be required? <br />• Please note that during any yeaz when vegetation sampling related to a bond <br />release application is conducted by the permittee, the reference azea and <br />revegetated area shall receive the same management. A statement to this effect <br />should be included in the permit narrative. <br />Section 2.05.4 also needs to address the requirements of Rule 4.15.7(4) describing <br />the primary methods by which the reference are will be utilized to determine <br />revegetation success. For example, will NP be using a weighted average between the <br />reference azea and the revegetated area? If so please include the acreage associated with <br />the pre-disturbed pinyon-grassland and the disturbed community. Please update Section <br />2.05.4 accordingly. <br />NP plans to apply the same methods and techniques used in the baseline inventory for <br />determining revegetation success for cover, production and woody plant density. This <br />adequately addresses the requirements for 4.15.8. <br />NP provided a good discussion of the species diversity in the areas to be disturbed and <br />also in the reference areas, but a species diversity standard was not proposed. Based on <br />the data presented, and also considering the reclamation goals, the Division suggests the <br />species diversity standard include: at least two native warm season grasses with a <br />minimum of 5% relative cover, one native cool season grass with at least 5% relative <br />cover, one native forb with at least 4% percent relative cover and one native shrub/tree <br />species with 3% percent relative cover. Please include a proposed species diversity <br />standard, based on the data in Exhibit J, in Section 2.05.4 of the permit. <br />26a. Rule 4.15.1(5) requires a Weed Management Plan. Species to be controlled include the <br />weeds from the State Noxious Weed List A <br />(http://www.colorado. Qov/cs/Satellite?c=Pace&cid=1174084048733&oagename=Aericul <br />tore-Main%2FCDAGLavout) and those species included on the Fremont County list <br />(http://www.a~state.co.us/Noxious Weed/counties/Fremont.html). <br />Please provide a weed management plan in Section 2.05.4 of the permit. <br />Rule 4.15 - Revegetation <br />29. NP has provided a good discussion of sampling methods and statistical demonstrations <br />required by Rule 4.15.11 in Exhibit J. As discussed above, a summary of the methods <br />and successful statistical demonstrations should be included in Section 2.05.4 of the <br />permit with reference to Exhibit J. <br />
