A copy of the field <br />directive with construction specs which should have been enclosed <br />with my last letter is enclosed. I apologize for the omission. <br />Your letter included a number of comments about the work done as <br />part of the GEC East Pit reclamation project performed under <br />supervision of the Inactive Mines Proqram of the Division. I <br />passed your letter on to Jim McArdle so he would be aware of your <br />concerns. <br />In regard to your question about funding erosion repair work, my <br />previous letter included an attempt to address the fact that a very <br />minor percentage of the erosion repair work completed by Kessler <br />was inside the Harrison-western liability area. Nearly all of the <br />erosion repair was done in the area for which GEC held reclamation <br />liability. At the same time, significant portions of the proposed <br />drainage work encompass both liability areas. At this time, I see <br />no reasonable way to apportion money from the two funding sources <br />in proportion with the amount of work to be done in the <br />corresponding areas. <br />The erosion repair work has already been paid for with GEC money. <br />The Division plans to pay Kessler for completing the drainage work <br />with Harrison-Western money. <br />
