The application is fora permit to place <br />dredged and fill material as channelization and bank <br />~ protection in the Arkansas River near Pueblo, Pueblo <br />County, Colorado. The project will include channelizing <br />~ 3,300 feet of river and constructing hard points along <br />~m another 6,700 feet of bank. Details of the proposed project <br />~~' are provided below. Iac., 37400 <br />Highway 96 East, Pueblo, CO 61006. <br />cation: The project is located in the Arkansas River <br />miles east of Pueblo, Pueblo County, Colorado in 534, <br />T20S, R63W and S2 and 3, T215, R63W (38° 15.4' N <br />Latitude, 104° 25.2' W Longitude). <br />Description of Work: The proposed work includes <br />rechannelizing 3,300 feet of the Arkansas River. Brush <br />and debris would be cleared across a vegetated sandbar in <br />a strip 150 to 200 feet wide with dozer. A new channel <br />2,500 feet long would be excavated 100 to 125 feet wide <br />and 6 to 8 feet deep with a dragline. The dredged <br />material would be piled on the northern side of the new <br />channel 40 to 50 feet away. Dredging would be completed <br />before the new channel ends are opened to the river. <br />Once the new channel is constructed and the ends opened, <br />river flows would be diverted into the new channel with a <br />permanent berm constructed of river channel material. <br />Other sections of the northern bank of the river through <br />the applicant's property would be protected from erosion <br />with hard points. 4,700 feet of bank above the <br />channelized section and 2,000 feet of bank below the <br />channelized section would be treated. Hard points would <br />be constructed of waste concrete dollops and broken <br />concrete and would be built every 125 to 150 feet along <br />the bank. Each hard point would be 20 to 25 feet wide at <br />the bottom, 12 to 14 feet wide at the base, 6 feet high, <br />and extend about 25 feet out from the bank. As river <br />fines settle out between the hard points, the points <br />would be extended an additional 5 to 10 feet into the <br />river every two to three years until a maximum length of <br />50 feet is achieved to move the river over 50 to <br />100 feet. <br />Work is expected to begin upon issuance of a permit and <br />the initial construction would be completed in about <br />4 weeks. Hard point extension would occur every 2 to <br />3 years but not to exceed 10 years. <br />Purpose and Need: The stated purpose of the project is <br />to protect irrigation ditches and to protect ponds <br />created by sand and gravel mining from ongoing river <br />erosion. The land dividing a finished mining pond from <br />the river was severely eroded the last several years and <br />the river breached into the pond at one place. Without <br />any action, the river could erode further into the pond <br />and attempt to fill the deep pond with sediment. <br />Related Work: Waste concrete hard points were built <br />along 500 feet of the bank at the finished mining pond in <br />an attempt to protect the pond from breaching. The work <br />was performed under the nationwide permit for bank <br />protection.
