DENVER, COLORADO 80115 <br />~~r~n~d ~ <br />December 22, 1988 <br />III IIIIIIIIIIIII III "`~~ <br />~ ~ 999 <br />l~~ <br />~ }} ~~ <br />Sv~~, i" ^[nr ~[re~ ro <br />~-~~v . <br />NFP-16 <br />AGENCIES, ORGANIZATIONS, AND CITIZENS: <br />SUBJECT: Forest Development Road 704, Hubbard Creek Road <br />- We informed the public in our letter of March 13, 1987, that the Federal <br />Highway Administration (FHWIi) proposed to approve the use of emergency relief <br />funding for a 4.8-mile, single-lane, gravel road connection between existing <br />Stevens Gulch Road and Hubbard Creek Road to restore vehicular access from the <br />North Fork Gunnison River Valley. This access was lost when a portion of <br />lower Hubbard Creek Road above the Blue Ribbon Mine was destroyed by flooding - <br />in the spring of 1984. In that letter, we also stated that the FHWA intended <br />to adopt the final environmental impact statement (entitled "Stevens Gulch and <br />Related Timber Sales") completed by Grand Mesa, Uncompahgre, and Gunnison <br />(GMUG) National Forest and issue a Record of Decision. <br />Based on input received by the Forest Service (FS) concerning this proposed <br />work and other factors affecting GMUG National Forest management, the FS <br />withdrew their request for emergency relief funding for this road in their <br />letter to FHWA dated October 26, 1988.
