Hernandez !`9`9~
Division of Minerals 6 Geology
1313 Sherman St.
Denver CO 80203
Dear Mr. Hernandez:
We have several comments regarding your draft of the proposed East Pit
reclamation.
While the entire plan consists of one written page and several topo maps
and cross-sections, there are not sufficient specifics to be entirely
certain of the intent of some of the tasks.
However, task 1 would reduce Chen's Hill to 3H: 1V and cut 35 feet from
the top. Cross-section EE' does not demonstrate a 35' cut. The topo
"Chens Elill Final" does not show any cut of the top in comparison to
"Chens Hill Existing 2V:1H". Of greater importance is the elimination
of the existing road. While task 3 would reestablish access to the
Monarch fan, there is no indication of the location or timing of the new
road. Energy Fuels, one of our neighbors, and ourselves need continuous
access. While Energy could use access through another alignment, our
neighbor cannot enter through Energy's tipple area.
Task 2 is not specific about diversion ditches or dozer basins with
regard to size or location.
Task 3 does not specify the new road location.
Task 4 does not specify saving topsoil in the 100 foot cut area. Do you
really want DlOs working up to the edge of the high wall? The "East Pit
Final Contour 2V: 1H" map would seem to have the wrong title. 2V: 1H?
Y.ind of steep.
Task 5 calls for 62,000 cu. yd. of topsoil in present stock piles. Is
that a realistic volume? Additional topsoil if needed would be Caken
from the east side. Is it a good practice to rob an undisturbed area?
Task 6 does not specify the seed mix, amount or method of seeding,
mulching, or other additive.
With regard to cent estimates, four D10Ns and two 627s are the bases of
the estimates. Since there are no D10s and probab).y ro 6H7s in the
area, the mobilization. estimate of $6000 is extremely low. I doubt that
the new road can be established for $],100, and supplies for the
revege[ation will cost more than $300 per acre assuming [hat usual
rPVegetation practices are used.
