Minutes//'ranscriot - Au¢ust 25 1999 Paee 3
competition from the spring [o the fall so that the photographers can get on-site when throes are in bloom and when
the sites look better and the -- but also to accommodate some internal things within CMA as well.
~~ And so for that reason on Thursday, November 4, we're going to be doing our welcoming reception, which
is listed in the program here, and you're all invited [o [ha[ as well. We will combine that with [he Saint Barbers
Day reception where [he CMA and other mining-related organizations get together and honor one person for
outstanding contributions to Colorado mining during the past yeaz.
PAULIN: Okay. Any questions? I attended a couple yeazs ago in Denver, and it was real nice. Then if we
want [o attend the seminar on Friday, [hen [hat's not a problem?
SANDERSON: No[ at all. No. In fact, you're all invited for [he entire conference, and I'll make that clear
in [he letter. I'll put i[ in writing.
JANOSEC: Thanks, Stuart.
PAULIN: Anything that you need for us to do? That one year we were involved somewhat in the
presentation. Do we need to be -- have plans and make sure somebody's [here for [ha[, or do we just need to come
and be [here and enjoy i[?
SANDERSON: I think that I would have to defer to Larry on the reclamation seminar itself. You all are, of
course, cordially invited to [he reclamation seminar, and [he Mined Land Board is an important part and really the
reason for it, and so we hope that we could come there, and if you would care to make some remarks, I'm sure that
could easily be accommodated, but we're not expecting anything.
We've got the program pretty well assembled, and we're looking forward [o a good show and an opportunity
to showcase [he outstanding efforts of Colorado mining companies, of Colorado conuac[ors, of Colorado aegregate
producers, as well as [he State of Colorado in reclaiming sites and making a commitment to environmental
protection.
PAULIN: I'm sure some of us will be there, Stuart.
SANDERSON: Thank you.
PAULIN: You're welcome anytime if you want to come by and see us. We're always glad to have you.
SANDERSON: Thank you. I believe I've been asked to attend the next meeting. There have been some
discussions about heazing procedures, and so if there's anything that we can do to help in [he meantime, happy [o
be [hcre.
PAULIN: Do some serious thinking about that.
SANDERSON: Yes, indeed. Bye-bye.
PAULIN: See you. Thanks.
JANOSEC: Thanks.
STARNER: Thanks Stuart.
PAULIN: Item 1, consideration of the division's request to appoint apre-hearing conference officer,
Connell Resources, File M-99-050. Yes.
SQUIRE: I believe that actually Item 1 and Item 2 Mr. Cooley has graciously consented to subject himself
to be the pre-hearing officer. This is Greg Squire of the division staff, and if you have any questions on either of
them, as I said, we already have someone who has volunteered to be the conference officer.
PAULIN: Need a motion to appoint Jim Cooley as pre-hearing conference officer for File M-99-050 and
File M-99-065 (Loveland Ready Mix Concrete, Inc.).
JAVERNICK: So moved.
JANOSEC: Second.
PAULIN: Been moved arid seconded to appoint Jim Cooley pre-hearing conference officer for File
M-99-050, File M-99-065. Any discussion? All in favor say aye.
THE BOARD: (All in favor.)
PAULIN: Opposed. Mr. Cooley will be doing it.
(Sworn.)
PAULIN: Good morning, Tony. How aze you?
WALDRON: [Item No. 3] Good morning. How you doing? I'm Tony Waldron with the division staff.
Anthony Blasi Trucking & Earthmoving made a request for a declaratory order [o -- seeking an exemption from the
requirements of getting a reclamation permit from some property [hat they own west of Walsenburg.
This property was actually [he subject of a declaratory order previously. What has happened out here is that
Red Creek Ranch owns the property. It's known as the Majors Ranch -- formerly known as the Majors Ranch. Red
Creek Ranch developed a gravel pit on the property for use in developing access roads on that property.
As such they were not required to obtain a reclamation permit, but during that time, they mined about a
two-acre site and crushed a fair amount of material of which they did not use all of that material in their primary
road development.
