The current <br />SPCC plan is dated March 1985. In addition to some of the general <br />information being incorrect, the plan lists a potential spill <br />source as below ground storage tanks. In my discussions with Kelly <br />Fritzler, he told me that the site used to contain underground <br />storage tanks, and were removed some time ago. <br />Terror Creek should begin the process of updating the SPCC plan for <br />the loadout. The Division recommends contacting the Colorado <br />Department of Health (CDOH), as the SPCC plan is part of the NPDES <br />permit, administered by CDOH. <br />Please call if you have any questions. <br />Si <br />Christine E.
