Long <br />Division Director <br />Thank you for [he referral on the Clear Creek County Planning Commission's consideration of an increased quarry <br />area at the Walstrum Quarry. As we have discussed, the Walstrum Quarry is subject to Mined Land Reclamation <br />Permit No. M-1983-033 issued by the Colorado Mined Land Reclamation Board. The Division of Minerals and <br />Geology is staff [o the Board. The primary Purpose of the Mined Land Reclamation Permit is to assure that mined <br />land is resumed to a beneficial post mining land use. The permit is also intended to assure that the environment is <br />protected and off site damage is prevented during the conduct of the quarrying operations. The primary tools that the <br />Board and the Division use in implementing the goals of the permit are the permitting process itself, as well as <br />bonding and periodic site inspections. Mined Land Reclamation Permits include mining and reclamation plans, as <br />well as exhibits on hydrology, wildlife, soils, vegetation, climate, reclamation costs, and geotechnical stability. The <br />performance standards of the Mined Land Reclamation Board require that final slopes and highwalls be stabilized, <br />that off site damage be prevented, and that impacts to the prevailing hydrologic balance be minimized. <br />Speaking specifically to the geotechnical stability exhibit and the stabilization of slopes and highwalls, the Division <br />routinely requires that Applicants and Operators conduct geotechnical investigations [o assemble soil and rock <br />mechanics data necessary for the execution of slope and highwall stability analyses. When warranted based on site <br />specific conditions, continued collection of geotechnical data may be required as mining progresses in order to update <br />the slope stability models and tailor the design of final slopes and highwalls based on rock and soil conditions <br />uncovered as mining progresses. The geotechnical aspects of [he mining and reclamation plans are checked during <br />site inspections by the Division's staff and may be updated by continuing submittals required of the Operator. The <br />Board will hold sufficient bond to execute the final slope and highwall plans approved in the permit. <br />If Clear Creek County determines that geotechnical investigations and slope and highwall stability analyses will be <br />required to complete the county planning process for the Walstrum Quarry, the Division of Minerals and Geology <br />suggests that these efforts be coordinated between the Quany Operator, their consultants, the County, and the State. <br />This type of coordination may be useful in preventing unnecessary duplication of effort. <br />If you have any questions, please do not hesitate to contact me. <br />Sincerely, <br />~~~~~~~~ <br />Allen C.
