Long
Divisron Dveao.
Re: Willbanks Pit, Permit No. M-1987-109, Noxious Weed Control Plan to be Incorporated as Technical
Revision to Permit.
Dear Mr. Everitt,
1 have reviewed your letter dated November 20, 2000, regarding the problem abatement activities undertaken at
several county-operated gravel pits. The letter specified that the county's adopted comprehensive weed control
plan will be implemented at the Willbanks Pit, as well as all of the other county-operated gravel pits. The
outstanding weed problem is now considered to be abated.
I appreciate the county's effort to ensure that these lands are covered under such a plan. Please be informed,
however, that including a weed control plan in your permit's reclamation plan is a modification which must be
made as a "technical revision" (TR) to the permit. Please note that a TR carries a fee of $188, which is required to
be submitted before further technical review can be made.
Since the same weed control plan (monitoring and treatment) will be carved out at all the county-operated pits, the
same TR would be applicable for all the permits' reclamation plans. This being the case, please note that after
providing the TR fee for one site, the Division will waive the TR fee for all the remaining sites additional to the
Willbanks Pit.
But to actually incorporate the weed control plan into the permit, it will require the completion of the TR process.
Until the TR fee is submitted, this TR application is considered incomplete and I must suspend my review. If no
further material is received from you in the next 60 days, I will deny this incomplete application.
If you have questions or comments, 1 may be reached at the Division's Durango field office: 701 Camino del Rio,
Room 12~, Durango, CO 81301; tel 970/247-5193 or fax 970/247-5104.
Sincerel}',
~~ ~ ~ ~2~.
Bob Oswald
Environmental Protection Specialist
copies to files: M-1985-031 (Mxvuos), M-1985-172 (Garrhler), M-1978-107 (Tozer), M-1999-068 (BalungaMer)
a:\montczuma weed lr/rco
