If the estimate of the pre- <br />vious year is incorrect, the applicant should adjust the amount <br />of water to be augmented in the coming year to reflect either <br />a reduction or addition of water released to correct for the <br />previous year's releases. <br />~. It is not clear whether the applicant's estimate of the impact <br />on tributary waters includes an estimate of rainfall runoff <br />that ma;~ also be trapped in the mine pit out of priority. An;~ <br />runoff water diverted or stored out of priority must be miti- <br />gated to prevent injury to downstream water rights. <br />As a result of our comments above, we cannot recommend approval of their response <br />to stipulation 6. 1ve feel that Coors must replace the entire amount of water that <br />mill be consumed from tributary sources by this operation.
