roof of resolution should be submitted to the Colorado Division of Minerals & Geology
as soon as it becomes available.
Notices of Violation
There were no notices of violation issued since the Permit Renewal No. 3 issue date of Apri120, 1998.
Section III -Reclamation Liability
The Division conducted a complete review of the reclamation liability for the Bowie No. 1 Mine in
December 1999, as part of [he adequacy review for Permit Renewal No. 3. With the approval of Permit
Renewal No. 3, the reclamation bond liability was increased from $4,217,497.00 to $6,401,926.00.
At the time of the adequacy review for Permit Renewal No. 3, the Division held corporate surety bond
number 113700 from Frontier Insurance Company for $4,250,000.00. With the approval of Permit
Renewal No. 3, the Division approved a rider to [hat corporate surety bond, increasing the amount held
by the Division to $6,450,000.00.
On July 17, 2000, [he Division sent a letter to BRL, notifying them that a substitute bond needed to be
submitted for the Bowie No. 1 Mine. A substitute bond was needed because the Frontier Insurance
Company's certificate of authority was terminated by the U.S. Treasury Department. As of the date of
this midterm review, this issue is still pending.
Section IV -Adequacy Review
Because of the recent revisions for the Bowie No. 1 Mine, the permit application has been kept up to
date. The Division does not have any specific questions for this midterm. However, there are three
outstanding issues:
As stated in the previous section of this midterm review document, the Division requested that
BRL submit a substitute bond to replace the current bond.
In a letter dated July 31, 2000, the Division requested that BRL provide a map or maps
showing all of the surface disturbance boundaries associated with mining at the Bowie No
Mine. The Division understands that BRL's consultant is working on this project.
The Division finished its review of the 1999 Annual Report. The Division had several
questions that were contained in a letter to BRL, dated November 13, 2000.
c:\ms97\bowiel\2000 Midterm Bowie #1 Findings
