Information on alluvial valley floors can be found in Volume I, pages 106-116, and <br />Volume IV, Addendum 1 of the original permit application. In addition, information <br />available from the adjacent Marr Strip Mine permit application was used in identifying <br />alluvial valley floors (AVFs). This information can be found in the Division's findings <br />document for renewal of Permit No. C-80-006 dated April 26, 1986. <br />The Division finds that activities proposed by the applicant will not interrupt, discontinue, <br />or preclude farming on the alluvial valley floors that aze irrigated or naturally subirrigated <br />(4.24.3(1)) except undeveloped rangelands that are not significant to farming (4.24.3(1)) <br />and 2.06.8(5)(a)(i)) <br />The proposed activities will not m:ucri,~lly damage the quantity or quality of water in the <br />surface or groundwater system described above, (4.24.3(3) and 2.06.8(5)(a)(ii)). The <br />proposed activities will comply with the requirements of the Act and the Regulations with <br />respect to alluvial valley floors, (2.06.8(5)(a)(iii)). Surface coal mining and reclamation <br />operations will be conducted to preserve the essential hydrologic functions of alluvial <br />valley floors outside the permit azea and to reestablish the essential hydrologic functions <br />of alluvial valley floors within the affected area throughout the mining and reclamation <br />process, (4.24.2). <br />XVIII. Prime Farmland <br />The Division has made a negative determination for the presence of prime farmland <br />within the permit area. Information regarding Prime Farmland is found in Appendix I of <br />Volume [I of the permit application. This decision is based on a letter of August 6, 1979, <br />from Ken Lutz, District Conservationist of the Soil Conservation Service, stating that <br />there are no prime farmland mapping units within the proposed permit area. No specific <br />approvals are required in this section. This mine is in compliance with this <br />section.(2.07.6(2)(k)). <br />XIX. Mountaintop Removal <br />The Canadian Strip mining operation does no[ propose to conduct mountain top removal <br />operations. The applicant has met the requirements of Rules 2.06.3(3) and 4.26.2.9 <br />Canadian Strip Mine, C-81-026 29 December 5, 1996 <br />
