ediment pond number 3 and the diversions were removed following the 1990 Bond <br />Release request. Ponds Nos. 1 and 2 were approved as permanent impoundments per <br />TR-06 and in compliance with 4.05.6(14). <br />Information on backfilling and grading can be found in Section 2.08.5 of the permit <br />application. The operation is in compliance with the requirements of this section. <br />XI. Revegetation <br />Two plant communities, big sagebrush and alkali sagebrush, were located within the <br />permit area. Big sagebrush communities are found on the south and southwest facing <br />slopes, whereas the alkali sagebrush communities are found on north and northeast facing <br />slopes. Only the Big sagebrush community was disturbed, therefore only the Big <br />sagebrush reference area will be used for evaluation of revegetation succes~-~ <br />Species diversity, woody plant density, production, and cover standards have been <br />established for assessing revegetation success. These standards were defined as part of <br />satisfying permit stipulation Nos. 18, 19 and 17, respectively, of the permit approval. <br />A woody plant density standard was established to satisfy the requirements of Stipulation <br />No. 19. On October 10, 1990 a technical revision was approved that reduced the <br />required woody plant density to 2000 stems/acre. A stipulation attached to this revision <br />required the submittal of a letter from the land owner consenting to this reduction. This <br />stipulation was satisfied and terminated. On May 22, 1996, the Division approved <br />further reduction of the woody plant density standard to 500 stems/acre. Concurrence <br />for this reduction was received from the surface landowner, Mr. Dale Moore, the U.S. <br />BI.M-ICremmling Resource Area Manager, and from the Colorado Division of Wildlife. <br />An adequate sample will be taken to evaluate properly the woody plant density. <br />Stipulation No. 18 required that a species diversity standard be established. Slurco has <br />proposed to establish a minimum of six (6) species consisting of: three (3) cool season <br />grasses with a combined relative cover of 7-60~, one (1) fort species with a relative <br />cover of I-35 ~, and two (2) shrub species not contributing to overall relative cover. Of <br />the three principle cool season grass species, no single species will comprise greater than <br />40 percent in relative importance. Sampling of diversity will be obtained during the <br />liability period and will meet sample adequacy requirements. This proposal is in line <br />with baseline data collected in 1979 and 1980. The proposed standard complies with <br />Rules 4.15.8(2), (5) and (6). <br />Canadian Strip Mine, C-81-026 25 December 5, 1996 <br />
