<br />Summary <br />The Review Process <br /> <br />On October 2, 1998, the Division notified Basin Resources Inc (BRI) that a complete <br />application for renewal of an existing permit must be received by the Division no later <br />than December 24, 1998. On December 14, 1998, the Division received an application <br />from BRI. The application was determined to be complete on December 18, 1998. <br />Appropriate State and Federal agencies were notified of this application on December <br />22, 1998. Comments were requested to be submitted to the Division within 30 days <br />from notification. No comments were received from these agencies. The Applicant <br />Violator System was queried on January 8, 1999 for the applicant, Basin Resources. <br />The system returned a recommendation of issue. On February 15, 2000 the Division <br />forvarded adequacy questions resulting from review of the current permit and <br />operations to BRI. The Division received responses to adequacy concerns on April 6, <br />2000 from BRI. The Division forwarded a second round of adequacy questions on April <br />17, 2000 and received a response from BRI on April 28, 2000. Based on these <br />responses the Division determined all adequacy concerns were satisfied. The Division <br />received proof of publication of the required public notice concerning the filing of the <br />application on July 14, 2000. <br />Mine History and the Environment <br />The Golden Eagle mine is located in Las Animas County, Colorado approximately 23 <br />miles west of Trinidad along State Highway 12. The Golden Eagle mine began <br />operations under the name of the Maxwell Mine, which was permitted and operated by <br />Colorado Fuel and Iron Corporation (CF&I). In January of 1984, the mine was <br />purchased by Wyoming Fuels, a KN Energy subsidiary. In March of 1993, the <br />permittee and operator changed to Basin Resources, Inc., awholly-owned subsidiary of <br />Entech, Inc., and a subsidiary of Montana Power Company. Due to difficult mining <br />conditions and economic factors, the mine officially shut down operations on December <br />31, 1995. During 1996, all facilities were removed, backfilling and grading was <br />completed, and the disturbed areas were topsoiled, seeded and mulched. Mine-related <br />activities presently are focused on bond release, monitoring, and maintenance. <br />3 <br />
