The disposal area will be inspected on a regular basis by a qualified <br />professional specialist under the direction of the professional engineer <br />experienced in construction of similar earth and waste structures. <br />Inspection by this person was approved by the Division as appropriate <br />Following revegetation and final inspection, quarterly inspections were <br />terminated in 1998. (4.10.2(1)). <br />IX. Coal Mine Waste <br />No specific approvals granted under this section. <br />X. Backfilling and Grading <br />A. The Division has approved the applicant's plan for aone-time disposal of <br />non-toxic, non-coal debris in a manner designed to prevent contamination <br />of ground or surface waters. A contingency plan has also been developed <br />to prevent sustained combustion of flammable materials (4.14.3(1)(a)). <br />XI. Revegetation <br />A. The Division proposes to approve the use of introduced species in the <br />reclamation seed mix. The applicant has submitted information which <br />shows that the introduced species are desirable and necessary to achieve <br />the approved post-mining land use, and are not poisonous or noxious <br />(4.1 5.2(3)). <br />B. Methods to measure herbaceous cover and production, species diversity, <br />and woody plant density are discussed in Section 2.05.4(e), pages 2.05-24 <br />to 2.05- 27. These techniques include 25 meter long point-intercept <br />transects on both the reclaimed areas and the reference area. Production <br />will be determined by clipping .1 m2 plots along each transect. Transects <br />will be located randomly. The Division proposes to approve of these <br />techniques (4.15.7(1)). <br />C. Comparisons between reclaimed and undisturbed areas, in order to <br />demonstrate that success criteria of 4.15.8, 4.15.9, or 4.15.10 have been <br />met, will be based on the following: <br />Reference areas will be used as opposed to standards. Separate <br />reference areas for rangeland (grassland) and pastureland (AVF) have <br />been approved. For the rangeland use, herbaceous cover and production <br />shall be at least 90% of the cover as determined from the rangeland <br />reference area with 90% statistical confidence. Species diversity will be <br />deemed adequate when the rangeland reclaimed lands consist of a <br />12 <br />
