<br />~~ ~'~ <br /> <br />~ ~~~'1 ~ <br />y'°X <br />9~a3~~o~5 <br /> <br />i~TO71o-1 <br />PUBLIC NOTICE <br />Trapper Mining Inc. intends to conduct blast- <br />ing opemfions during Ne one-year period ,_ <br />wm-meriting October 3, 2005, at its Trapper , <br />Mine sudace coal operations in Moffat <br />County, Colorado. <br />The blasting program will be conducted with- <br />in the following areas: <br />Ashmore Pit NE1/4 and SE1/9, Section 32, <br />T6N. R90W <br />Alintbck Pil SE1l4, Section 36, T6N, <br />R91W, and NEt/4, Section 1, TSN, R91W <br />Getting Pit SW7/q Section 32, T6N, <br />R90W, and NW1/4 and NE1/4 and SW1/4, <br />Section 5, TSN, R90W <br />2-Strike Pit SW1/4, Section 31, T6N, <br />R90W, and NW1/4, Section 6, TSN, R90W <br />The blasting program will be conducted daily <br />between sunrise and sunset. Orange woes <br />and/or 30" red and white octagon signs stat- <br />irg "Keep Out-Stop-Blasting Area° will iden- <br />tity all active blast patterns. In addition, <br />guards will be placed at all major roadways <br />that access the blast area at least 10 min- <br />utes prior to detonation antl remain in place <br />until the allclear signal. <br />The audible warnings prior to all blasts will <br />be: <br />' Five (5) long siren signals at 5 minutes. <br />' Twenty (20) shotl siren signals at 3 min- <br />utes. <br />' Steady electrk siren at 2 minutes. <br />' Tone charge electric siren at?0 sewrWs. <br />The allclear signal will be one long siren of <br />20 sewnds in duration. <br />Emergency situations may require that <br />DIas45 be wnducted other than dudng day- <br />light hours. Possible situations include: <br />1. Elimination of misfires. <br />2. Adverse weather wnddions. <br />3. Equipment failures or shutdowns. <br />4.
