The proposed punch mine operation
will require an extensive and lengthy review before approval can be
considered. A complete analyses of potential subsidence problems will
need to be made. MSHA will need time to examine this operational
change. Portal closures, reclamation of waste, the change in the
reclamation plan for disturbed areas, the change in the operation
plans, the change in pertinent maps and the change in bonding would
all have to be addressed as well. These changes are substantial,
involve other agencies and will require a considerable amount of time
to review.
If you have any questions, please call me.
Sincerely,
~ fl~
Joseph J.
