zone in order to detect any significant loss of fluids due to fracturing in the <br />injection and/or confining zone, and to aid in determining the lateral extent <br />of the injection plume. <br />The pressure fall-off tests shall involve injecting fluids at a constant rate for <br />at least twenty-four (24) hours, or a sufficient period of time until the <br />reservoir pressure reaches stability, followed by ashut-in period of <br />sufficient duration to establish a valid observation of a pressure fall-off <br />curve. This test shalt be considered complete when the pressure curve <br />becomes asymptoic to a horizontal line as the reservoir reaches ambient <br />pressure. The initial pressure buildup must be performed with both a <br />downhole quartz pressure gauge with an accuracy of 0.01 psi. The Director <br />may require that subsequent tests be conducted with a downhole quartz gage <br />if deemed necessary. It is important that the initial and subsequent tests <br />follow the same test procedure, so that valid comparisons of reservoir <br />pressure, permeability, and porosity can be made. The permittee shall <br />analyze test results and provide an annual report which compazes the results <br />with previous test data. Any pertinent logs must be accompanied with an <br />appropriate narrative interpretation by a knowledgeable log analyst. <br />PART II, Section B CORRECTIVE ACTION <br />There is one deep well in the azea of review, the 1 Federal. The 1 Federal (also called the 1 <br />Government well) is located 1,176 feet to the southeast of the Getty # 1-7LW. The drilling <br />information indicates that this well did not penetrate the injection zone, with a bottom hole TD of <br />approximately 790 feet above the top of the Cozzette perforations in the Getty well. In addition, <br />the 1 Federal is shown to be plugged and abandoned. Although there aze no Imown penetrations of <br />the injection zone within the area of review, pressure fall-off tests are to be conducted in the <br />injection well on an annual basis in order to monitor the pressure buildup in the injection zone and <br />help determine the lateral extent of the injection plume. The applicant has provided an initial <br />pressure falloff test run by the Class II operator in September 2001 to assess reservoir conditions. <br />No problems were identified by the test results. In view of the above, no corrective action by <br />the permittee is considered necessary prior to the issuance of aClass INon-hazardous <br />Permit. <br />PART II, Section C WELL OPERATION <br />Prior To Commencing_Injection <br />Condition 1) <br />Injection of Class I nonhazazdous materials into the Getty No. 1-7LW disposal well shall <br />not commence until all of the following have been met and the permittee has received written <br />authorization from the Enviromnental Protection Agency (EPA) as to the following: <br />Statement of Basis for EPA Permit No. CO 10932-04664 Page 10 of 18 <br />
