Grazing Plan <br />No discussion of controlling grazing on newly revegetated areas is <br />included in the permit application or the correspondence files. <br />What are your plans to comply with Rules 4.15.1(3) and 4.15.5 which <br />address this issue? <br />5. Soil Testing Plan <br />Rule 4.06.2(4)(a)(i) describes a list of items which must be tested <br />for when overburden materials have been substituted for or used as <br />a supplement to topsoil. In item 6 (p 2.05-22) of the Reclamation <br />Plan section of the permit application, Kaiser committed to <br />performing analyses on areas where topsoil had not been salvaged. <br />However, the list of parameters to be tested for should include net <br />alkalinity or acidity as Rule 4.06.2(4)(a)(i) requires. The <br />Division would alternatively accept (and prefer) the testing of <br />acid-base potential instead of net acidity or alkalinity, though <br />the latter test is acceptable. <br />6) Sample Adequacy Formula <br />The sample adequacy formula given in Appendix H should be adjusted <br />to include the correct t-statistic. The Division requires that a <br />two-tailed test statistic be used rather than the one-tailed test <br />statistic that Kaiser has proposed. Please adjust the appropriate <br />permit application page to comply with this change. <br />7. Revegetated Area Sampling Schedule <br />Both sections 2.7 (Shrub and Tree Planting) and 2.9.1 (Collection <br />and Analysis of Data o ppen ix nF ote years in which aim <br />plans to samp-~ certain aspects of revegetation. Below is a chart <br />which projects what the Division believes will be Kaiser's schedule <br />of sampling.
