Soil Testing Plan Rule 4.06.2(4)(a)(i) describes a list of items which must be tested for when overburden materials have been substituted for or used as a supplement to topsoil. In item 6 (p 2.05-22) of the Reclamation Plan section of the permit application, Kaiser committed to performing analyses on areas where topsoil had not been salvaged. However, the list of parameters to be tested for should include net alkalinity or acidity as Rule 4.06.2(4)(a)(i) requires. The Division would alternatively accept (and prefer) the testing of acid-base potential instead of net acidity or alkalinity, though the latter test is acceptable. 6) Sample Adequacy Formula The sample adequacy formula given in Appendix H should be adjusted to include the correct t-statistic. The Division requires that a two-tailed test statistic be used rather than the one-tailed test statistic that Kaiser has proposed.
