Balaz: <br />Upon further review of the Somerset permit application, the Division has <br />noticed certain revegetation issues which need to be addressed. If <br />information is included in the application which specifically answers the <br />follotaing questions, please direct my attention to its exact location. <br />1. ~ Seed Mixture <br />Stipulation 9 (the only stipulation attached to Technical Revision <br />5) which states that "Kaiser Coal Company shall propose a permanent <br />seed mix which is acceptable to the Division by December 31, 1987", <br />has not been satisfactorily addressed. The updated version of the <br />seed mix which was received 9/12/88 has the following problems: <br />A) 5itanion hystrix (Bottlebrush squirreltail) does not <br />prove a goo cover, is unpalatable when seed heads mature, <br />and is difficult to seed because of its long awns. It should <br />be replaced with a more suitable native grass species. <br />B) Previously, U.S. Steel and Kaiser anticipated using <br />Achillea lanulosa (Western yarrow) in the permanent seed <br />miz. In ~ieTatest list, Kaiser has substituted <br />Achillea millefolium (White yarrow) for A. lanulosa. <br />ccor ing to o F-l~rrington's (1964) ManuaT~l~e Plants of <br />Colorado and Weber's (1976) Rocky Mounta- in Flora, <br />. mt efolium is an introduce~spectes. Its use instead of <br />A. anul- oT sa must be justified according to Rule 4.15.2(1) as <br />"necessary to achieve the approved post mining land use". <br />Alternatively, the use of A. lanulosa in the seed mixture <br />instead of A, millefolium wouT~6e acceptable. <br />C) Two of the vegetative success criteria that must be met <br />to obtain final bond release are species diversity (Rule <br />4.15.8(5)) and woody plant density (Rule 4.15.8(7)). The <br />vegetation community that results from the proposed seed <br />mixture may have difficulty in achieving these two <br />parameters.
