Long <br />Division Director <br />Thank you for your December 20, 1999 submittal of a proposed monitoring plan for the above mentioned <br />operation. The Division will consider your submittal as a clarification of commitments made during the <br />permit application review process. For your benefit, I have attached copies of such commitments. As a <br />reminder, the operator has committed to collection of a minimum of three sets of groundwater level <br />measurements prior to mining disturbance and monthly monitoring for the life of the operation. (Mining <br />disturbance includes installation of the proposed slung wall). The purpose of the water level <br />measurements is [o verify the presence or absence of possible impacts to groundwater during mining and <br />reclamation. Your December 20, 1999 submittal states "A11 water level measurements will be taken after <br />the pumps have been inactive for a sufficient length of time to allow the groundwater to reach a static <br />level." In response, the Division has several questions for you to address: 1) Are you refering to the pumps <br />associated with the private wells to be measured or the dewatering pumps to be used in the mining <br />operation? 2) How will the "sufficient amount of time" be determined throughout the varying seasons of <br />the year? 3) Will the operator be able to achieve a true sampling of baseline water level measurements <br />prior to any mining disturbance? The Division appreciates your cooperation in this matter and looks <br />forward to your response.
