APT Project CMX2453 <br />Test Report, Kiln Stack Emissions (March 24, 2003) <br />1. Introduction <br />The purpose of the subject testing program was to quantify the emitted concentrations and <br />mass emission rates of particulate matter (PM), polychlorinated dibenzo-p-dioxins and <br />polychlorinated dibenzofurans (PCDDs and PCDFs), hydrogen chloride (HCI), multiple <br />metals, trace hydrocarbons, aldehydes (formaldehyde and acetaldehyde), polychlorinated <br />biphenyls (PCBs), and polycyclic aromatic hydrocarbons (PAHs) from the Kiln Stack (AIRS <br />Stack No. P007) at the Cemex Lyons Cement Plant located at 5134 Ute Highway, located <br />2 miles southeast of Lyons, Boulder County, Colorado. <br />U.S. Environmental Protection Agency (EPA) and California Air Resources Board (GARB) <br />reference methods were used to quantify all emission parameters. Table 3.1 provides a <br />summary of the sampling and analytical methods. <br />The testing was conducted to demonstrate emission levels of various pollutants during the <br />combustion of coal versus tire derived fuel (TDF) in order to assess the environmental <br />impact associated with a change to TDF. During the TDF demonstration testing, the plant <br />used at least 15% TDF on a British thermal unit (Btu) basis. CEMEX personnel on-site <br />determined the exact TDF Btu percentage during testing. The heat content of the coal <br />used was 12,000 Btu per pound of coal. The heat content of the TDF used was 16,000 <br />Btu per pound of TDF. <br />Additionally, the data are being used to establish a baghouse operating temperature for <br />ongoing compliance demonstration in accordance with MACT requirements. The plant has <br />demonstrated compliant emissions at a baghouse inlet temperature of 496 degrees <br />Fahrenheit (°F). The current test program collected data at an average inlet temperature of <br />approximately 514 °F. <br />Testing was conducted at the Kiln during normal operation. The first week of testing was <br />conducted while the kiln was firing on bituminous coal on November 13, 14, 15 and 22, <br />2002. The second week of testing was conducted while the kiln was firing TDF on <br />November 19, 20 and 21, 2002. During each test, operating data were collected by plant <br />personnel to document the operations (please see Appendix 4 -Kiln Operating Data). <br />Contact personnel are provided in Table 1.1 on the following page. <br />page 1 <br />
