The potential for the Coal View Gulch AVF to be impacted by the <br />proposed operation is also negligible. The Coal View drainage is <br />located on the opposite side of a surface drainage divide from the <br />reclaimed and disturbed areas of the Meadows No. 1 Mine. All disturbed <br />drainage, both surface and ground water, flows away from the Coal View <br />drainage. No disturbance is planned for the Coal View drainage. The <br />Coal View Gulch AVF should not be impacted by the proposed operations. <br />Based on the preceding discussion, the Division makes the following <br />findings regarding AVFs in the vicinity of the Meadows No. 1 Mine: <br />Surface coal mining and reclamation operations will not interrupt, <br />discontinue, or preclude farming on alluvial valley floors <br />(4.24.3(1)). <br />2. Surface coal mining and reclamation operations will not cause <br />material damage to the quality or quantity of water in surface or <br />underground water systems that supply alluvial valley floors <br />(4.24.3(3) and 2.06.8(5)(a)(i)(A)(II)). <br />3. Surface coal mine reclamation operations will be conducted to <br />preserve the essential hydrologic functions of alluvial valley <br />floors outside the permit area and to reestablish the essential <br />hydrologic functions of alluvial valley floors within the affected <br />area throughout the remainder of the reclamation process (4.24.2). <br />4. The proposed activities will comply with the requirements of the <br />Act and the Regulations with respect to alluvial valley floors <br />(2.06.8(5)(a)(iii)). <br />SLM/bjw <br />7667E <br />-18- <br />
