II. Support Facilities - Rule 4.04 <br />The location of support facilities at the Meadows No. 1 Mine are <br />depicted on Map 7 of the approved permit application package. <br />Support facilities remaining on the site include the guard shack, <br />office trailer, truck scales, Yampa River bridge, conveyor gallery, <br />coal reclaim tunnel, ventilation fan system, crusher, well house, and <br />shop. The office trailer, truck scales, bridge, and shop will be left <br />in place as requested by the landowner, and mandated by decree of the <br />Routt County District Court on October 27, 1983. The operator has not <br />yet provided the Division with a detailed reclamation plan for the <br />remaining structures and facilities yard areas. Stipulation 13 has <br />been imposed upon the Division's proposed decision to renew the <br />permit. The requirement is as follows: <br />Stipulation No. 13 <br />WITHIN THIRTY (30) DAYS OF THE DIVISION'S PROPOSAL TO APPROVE THE <br />MEADOWS N0. 1 MINE PERMIT, SUN COAL COMPANY MUST SUBMIT A TECHNICAL <br />REVISION APPLICATION WHICH ADEQUATELY ADDRESSES AND RESOLVES THE <br />CONCERNS RAISED IN THE DIVISION'S PRELIMINARY ADEQUACY REVIEW <br />LETTER DATED APRIL 27, 1993. <br />III. Hydrologic Balance - Rule 4.05 <br />A. Ground Water <br />Ground water occurs in both bedrock and alluvial aquifers in the <br />mine area. Regional bedrock aquifers include the Trout Creek <br />Sandstone, the Middle Sandstone, the Twentymile Sandstone, and the <br />White Sandstones. Many other strata are also water-bearing. <br />However, they either yield insufficient amounts of water to wells, <br />or are not continuous through the basin and, therefore, cannot be <br />considered regional aquifers. Post-depositional folding of these <br />strata has resulted in the formation of several bedrock ground <br />water sub-basins. Generally, these sub-basins constitute separate <br />ground water basins with individual recharge and discharge areas. <br />This tends to localize bedrock ground water and inhibit regional <br />flow patterns. <br />The Meadows Mine is located on the eastern flank of the Hayden <br />Syncline, a sub-basin of the Sand Wash Basin. Currently, four <br />other mines are at least partially located within the Hayden <br />Syncline: the Seneca II, the Grassy Gap, Seneca II West, and tie <br />Hayden Gulch Mines. All of the mines obtain coal from the Mesa <br />Verde Formation. Operators at Meadows and Grassy Gap mined coals <br />in the lower coal group, below the Trout Creek sandstone. The two <br />Seneca mines obtain coal from the middle coal group, and at Hayden <br />Gulch coals were mined in the upper coal group, above Twentymile <br />Sandstone. <br />7ransmissivities of the bedrock aquifers are usually low. High <br />yields are only obtained in wells completed in fracture zones. The <br />
