-15-
VII. Water Ri hts and Re lacement - Rules 2.04.7 3
2.05.6 3 a ii and 4.05.15
A. Loadout Site
Srrowmass Coal Company has secured four water rights at the loadout for
use by the operation. Water is used by the operator for dust
suppression, plant washdown, sanitation, and irrigation. Although these
water rights are junior (having been recently issued), a plan of
augmentation is in place in the event senior water users require a "call"
be placed on the operation. The water rights discussion can be found in
Volume I, Section 4.6.1.3.6, with court decrees and augmentation plans
found in Volume III, Appendix 3-T of the application.
B. Mine Site
The mine consumes water for irrigation, dust suppression, domestic uses,
and coal preparation plant operations. The source of this water comes
from mine inflows. Snowmass has secured two absolute water rights for
the water pumped from the mine. A discussion of water use and rights is
contained in Volume I, Section 4.6.1.3.6 of the application.
The review of the water rights sections was conducted with the assistance
of the Colorado State Engineer's Office, Division of Water Resouces. The
mine and loadout were found to be in compliance with the requirements of
this section.
VIII. Probable Hydrologic Consequences of Mininca and Cumulative
This Cumulative Hydrologic Impact Study (CHIS) for the drainage basin of
the Roaring Fork River has been prepared by the Colorado Mined Land
Reclamation Division (CMLRD) pursuant to Rule 2.U7.6(2)(c). This CHIS
assesses the probable cumulative hydrologic impacts of all anticipated
coal mining operations upon the general area of the Roaring Fork River
Valley (Figure 2). Included in this assessment are existing coal mines
and those proposed coal mines for which permit applications have been
submitted to the Division. This study has been prepared using
information and analysis contained in the Coal Basin mines permit
application, information and analysis contained in other permit
applications of mines located in the general area and other available
infornation, including site visitation by members of the Division staff.
Coal mining operations in the study area include:
Garfield Energy Corp. - Sunlight Mine, CMLRD File No. C-046-81
2. Snowmass Coal Company - North Thompson Creek Mines, CMLRD File
No. C-025-81
3. Mid-Continent Resources, Inc. - Coal Basin Mines, CMLRD File
No. C-017-81
