-10- <br />The loadout site was investigated for possible cultural resources in <br />September of 1980. The investigation was conducted by Powers Elevation <br />Consultants of Denver, Colorado, and consisted of a literature search and <br />field survey. The results of the investigation found that the site is <br />unlikely to yield information important to the cultural history of the <br />area and does not appear to be eliyible to the national Reyister of <br />Historic Places. <br />On the basis of information submitted by Snowmass Coal Company, the <br />Division finds that the proposed mining operation will not adversely <br />affect any publicly owned park or place listed on the National Register <br />of Historic Places (2.07.6(2)(e)). <br />The application is in compliance with the requirements of this section. <br />IV. Geology - Rules 2.04.5 and 2.04.6(2) <br />The geologic information within the permit application is found on page <br />3-13 and 3-17 to 3-24 of Volume I; Appendices 3-E through 3-H of Volume <br />II, and Drawings D-3-6 through D-3-9, D-3-11 and D-3-12, Volume IV. <br />For a description of the geoloyy of the area, please refer to Section <br />VIII, "Probable Hydrologic Consequences of ihining and Cumulative <br />Hydroloyic Impacts Study" of this Findings Document. <br />The geologic description and baseline information was sufficient to <br />satisfy this section's requirements. The application is in compliance <br />with the requirements of this section. <br />V. Hydrologic Balance - Rules 2.04.5, 2.04.7, 2.05.3, 2.05.6(3) <br />A. Surface Water <br />The surface water information within the permit application is found on <br />pages 3-14, 3-15, 3-63 to 3-83, 3-yl to 3-94, 4-16 to 4-18, 4-38, 4-103 <br />to 4-127, and 4-132 to 4-142; in Appendices 3-C, 3-M through 3-t~, and <br />4-G; and in Drawings D-2-3, D-2-4, D-4-5 through D-4-8, D-4-10, D-4-21, <br />and D-5-1. <br />A description of surface water occurrence and mining impacts on surface <br />water within the permit and general areas can be found in Section VIII, <br />"Probable Hydroloyic Consequences of Mining and Cumulative Hydrologic <br />Impacts Study", of this Findings Document. <br />The operator has proposed a state-of-the-art surface water monitoring <br />plan for the mine. Monitoring of both surface water quality and quantity <br />will be conducted to verify the applicant's predictions of hydrologic <br />impacts. Monthly and quarterly analysis of all discharges, as well as <br />upstream and downstream analysis of (North and Middle Thompson Creeks and <br />the Roariny Fork River will be conducted as located on Map D-3-6, and <br />figures 3.6.1-3 and 3.6.1.2-1. Mine discharge rates and stream flows <br />will also be monitored year-long. Continuous recording devices will <br />record flows in North and Middle Thompson Creeks from May tnrougn Dctober. <br />
