MANAGEMENT <br />Several weeks ago we discussed the recurring maintenance problems that Snowcap Coal Company is <br />having with the culverts located on Coal Canyon Road. These culverts were originally permitted to be <br />removed after completion of mining and during the initial reclamation period. However, by letter dated June <br />27, 2000, BLM requested that the culverts be left in place to "better facilitate administrative and public <br />- access:"'In-BEM's letterdated'November-18-2000,-BL-M-agreed to assume~responsibility of the <br />maintenance on the culverts upon approval of final bond release. <br />Approval of final bond release is not anticipated until the year 2012. With the limited personnel and <br />absence of any equipment at the mine site, the continuous maintenance and cleaning of these culverts <br />have become problematic. We are requesting that BLM give Snowcap Coal discretion to remove crossing <br />number 2 and crossing number 3, as described in BLM' letter dated November 16, 2000. The culverts <br />would be removed and graded into a low water crossings and these crossings will be maintained by <br />Snowcap until bond release. <br />If BLM agrees to this request, Snowcap will submit a revision to the Division of Reclamation, Mining and <br />Safety to incorporate this change into the permit. <br />Please let me know if you have any questions. <br />Sincerely, <br />~~f- <br />Tonya K, ammond <br />Owner's Representative <br />
