Stipulation No. 6 <br />THE PERMITTEE WILL SUBMIT TO THE DIVISION AN ANNUAL HYDROLOGIC REPORT. THIS <br />REPORT SHALL INCLUDE AN ANALYSIS OF ALL HYDROLOGIC DATA GATHERED DURING THE <br />YEAR, AN ASSESSMENT OF THE HYDROLOGIC IMPACTS OF MINING DURING THE YEAR, AND AN <br />ASSESSMENT OF THE PROJECTED HYDROLOGIC IMPACTS OF MINING IN THL' FOLLOWING YEAR. <br />THIS REPORT SHALL ASSESS THE IMPACTS OF MINING ON THE QUALITY AND QUANTITY OF <br />WATER IN SURFACE STREAMS, SPRINGS, GROUNDWATER AQUIFERS, MINE INFLOW, AND MINE <br />DISCHARGES. <br />Stipulation No. 21 <br />BEAR COAL COMPANY SHALL MONITOR BOTH THE OPERATIONAL AND RECLAIMED <br />CONFIGURATIONS OF THE PORTAL ACCESS ROAD AND PORTAL FACILITIES OF THE NO. 3 MINE. <br />MONITORING SIIALL CONTINUE ON ASEMI-ANNUAL BASIS UNTIL TWO YEARS FOLLOWING <br />COMPLETION OF THE RECLAMATION OF THE PORTAL ACCESS ROAD AND PORTAL FACILITY <br />AREA. RESULTS OF THE MONITORING SHALL BE SUBMITTED TO THE DIVISION WITHIN 30 DAYS <br />FOLLOWING COMPLETION OF EACH MONITORING EPISODE. <br />Stipulation No. 32 <br />THE APPLICANT SHALL CONTINUF: TO SUBMIT TO THE DIVISION AN ANNUAL REPORT OF <br />INFLOWS, DISCHARGES AND CONSUMPTION OF WATER WITHIN THE MINE. AMINE WORKINGS <br />MAP, SHOWING THE SOURCE (FAULT, FRACTURE, ETC.), QUANTITY, DURATION AND QUALITY <br />OF INFLOWS, SHALL ONLY BE REQUIRED IF THERE ARE MEASURABLE INFLOWS TO THE MINE <br />DURING THE YEAR. RECORDS OF WATER DISCHARGED FROM, CONSUMED IN, AND IMPORTED <br />TO THE MINE WILL ALSO BE INCLUDED. THE ABOVE INFORMATION WILL BE SUBMITTED <br />REGULARLY WITH THE ANNUAL HYDROLOGY REPORT. <br />Summary <br />The Review Process <br />The Bear Coal Company operations currently consist of three inactive underground mines. Two <br />of the inactive mines (Bear Nos. 1 and 2) have been reclaimed, and a final bond release is <br />pending. On November 11, 1996, Bear Coal Company permanently ceased all mining operations <br />at the Bear No. 3 mine due to geologic conditions encountered throughout the mine. Reclamation <br />and cleanup of the Beaz No. 3 Mine site aze currently underway. All three portals at the Beaz No. <br />3 mine have been sealed and have drainage pipes installed. The mine fan, portal bench transfers, <br />conveyor structure, and stacking tube have been removed. Equipment and debris removal is <br />continuing at the site. <br />The mining operation is located approximately ten miles northeast of Paonia, Colorado, and <br />one-quarter mile east of Somerset, Colorado (Figure 1), adjacent to the North Fork of the <br />2 <br />
