4. Conclusion <br />An assessment of the probable hydrologic consequences of the mining operation <br />and an assessment of the probable cumulative impact of all anticipated mining <br />in the general area on the hydrologic balance has been made. This document <br />entitled "Cumulative Hydrologic Impacts of Mining to the North Fork of the <br />Gunnison River" is on file at the Division offices and may be reviewed during <br />normal business hours. It has been updated to incorporate additional anticipated <br />impacts that may result from the approval of Permit Renewal No. 3. The <br />Cumulative Hydrologic Impact Analysis for the North Fork of the Gunnison <br />River may be further reviewed and updated based on the outcome of the pending <br />investigation by [he Division concerning [he spring discharge from the vicinity <br />of the sealed Fdwards Mine Portal. Pursuant to Rule 2.07.6(2)(c), the Division <br />finds that the Bear mining operation has been designed to minimize hydrologic <br />impacts within the permit boundary, and to prevent material damage to the <br />hydrologic balance outside the permit area. <br />IV. Topsoil <br />No topsoil was recovered from the historically disturbed areas of the Bear Mines. <br />Approximately 15 inches of topsoil was recovered from the undisturbed parts of the Bear <br />No. 3 Mine. The topsoil from the Bear No. 3 facilities area is stored in a stockpile <br />northeast of the mine office. Topsoil placed on the reclaimed Bear No. 1 and 2 facilities <br />areas was imported because no topsoil was salvaged prior to mining. Topsoil was <br />recovered from areas which were disturbed by relocation of State Highway No. 133. <br />The reclamation plan for Bear No. 3 calls for ripping the facilities area to alleviate <br />compaction and reapplication of six inches of topsoil over most of the facilities area. The <br />topsoil replacement depth is less than the topsoil salvage depth because topsoil is to be <br />redistributed over a larger area than the area from which it was salvaged. <br />V. Sealing of Drilled Holes and Underground Openings <br />Information describing sealing of the Bear No. 1 and 2 portals is presented in Section <br />2.05.4 of the Bear No. 1 and 2 permit application. Sealing of the Bear No. 3 portals is <br />described in Section 1.05.4 of the Bear No. 3 permit revision application. <br />The Bear No. 1 and 2 portals have been sealed and backfilled as part of the approved <br />reclamation plan. A double solid concrete block wall was constructed in each portal. The <br />portals have been backfilled to the surface. <br />On November 11, 1996, the Beaz Coal company permanently ceased all mining operations <br />at the Bear No. 3 Mine. Permanent seals were constructed and completed in all three <br />portals at the Bear No. 3 Mine. [n each of these three seals, a discharge pipe was installed <br />to release any water that could jeopardize the integrity of these seals. <br />23 <br />
