Dept. of Natural Resources <br />As you are aware, Blue Ribbon Coal Company has researched the Divisions <br />concern on haul road stability further. Blue Ribbon Company suggests alter- <br />native wording for the divisions draft findings document Stipulation 1 as <br />follows: <br />Blue Ribbon Coal Company shall provide a map which specifically indicates <br />those intervals of the Haul Road cut slopes which expose greater than 10.5 <br />feet of colluvium. In addition cut slopes on the Haul Road which have had <br />visually perceptable movement at the date of permit issuance will be indicated <br />on the map. For both areas specified on the map as either greater than 10.5 <br />feet of colluvial material in the Haul Road cut slopes or existing movement <br />zones, Blue Ribbon Coal Company shall comply with recommendations pertaining to <br />required slope treatment included in the forth coming Haul Road study. The <br />required field work, the above mentioned map, and a report defining corrective <br />measures if slope treatment is required shall be submitted to the Division <br />within 30 days of permit issuance. <br />A letter from Rocky Mountain Geotechnical, Inc. is attached which supports <br />the suggested wording of Stipulation 1. <br />A sign will be placed near the lower portion of the haul road which shall <br />read as follows: <br />ROAD SLOPES SUBJECT TO ROCK FALL <br />AND SLOPE FAILURE - PROCEED WITH <br />CARE <br />Blue Ribbon Coal Company accepts Stipulation 2 regarding the approximately <br />one acre area east of the reservoir. The Division should be aware that the <br />area has had significant disturbance prior to this company's existence. The <br />small ditch from pond 2 to the reservoir crosses this area.
