THIS MONITORING WQ.L CONTBJTJE THROUGHOUT THE RECLAMATION BONDING <br />PERIOD. IF INSTABII.ITY IS EVIDENCED PRIOR TO EXPIRATION OF THE BONDING PERIOD, <br />THE OPERATOR MAY BE REQUIRED TO RECLAIM THE DITCH IN ACCORDANCE WITH THE <br />ORIGINAL APPROVAL RECLAMATION PLAN. <br />Summary <br />The Review Process <br />Enron Coal Company has applied for the renewal of a valid, existing permit under the Colorado <br />Surface Coal Mining and Reclamation Act for reclamation only at the Rienau No. 2 and Northern <br />No. I Mines. Enron Coal Company operated the Meeker Area Mines from 1978 to 1985. Both <br />mines suspended mining operations in August 1982. Enron Coal Company initially received a <br />permit for the Northern No. 1 Mine (No. 79-7) and another for the Rienau No. 2 Mine <br />(No. 78-345) from the Colorado Mined Land Reclamation Board and continued to operate under <br />these permits until submitting an application for a new permit on June 16, 1980, pursuant to <br />C.R.S. 34-33-109. <br />Enron Coal Company resubmitted the permit application on February 13, 1981 in accordance <br />with the permanent program of the State of Colorado. On October 7, 1982, the applicant <br />submitted a modified mining and reclamation plan which presented a reduction in the scope of <br />mining. On August 24, 1982, the applicant submitted a notice of temporary cessation for both <br />mines. In June 1984, the applicant submitted a modified mining and operation plan for limited <br />mining (10,000 tons per year) at the Rienau No. 2 Mine. The permit was issued for the Meeker <br />Area Mines on January 5, 1985. The permit was renewed on July 10, 1990. <br />In accordance with Rule 2.08.5 of C.R.S. 34-33-01 er seq., the Division notified Enron Coal <br />Company on March 28, 1994 of the need to renew the existing, valid permit. The application <br />was received on July 26, 1994 and deemed incomplete on August 16, 1994. After submittal of <br />additional information, the application was deemed complete on September 6, 1994. The <br />applicant published notice of the application for permit renewal in the Meeker Herald for four <br />consecutive weeks, beginning on September 15, 1994.
